The dry season runs roughly January to August, which is when the sea is calm enough for island trips to run reliably. From September the rains arrive and boat tours start getting cancelled.
The airport is at Cam Ranh, about 35 km south, so allow an hour for the transfer. In the city itself most things are walkable along Tran Phu, and taxis or ride-hailing cover the rest cheaply.
